Blend the oats in a blender until a flour forms. Mix in the rest of the dry ingredients.

Mix the wet ingredients in a mixing bowl until well combined.

Pour the dry ingredients into the bowl with the wet ingredients and mix well. Add in the poppy seeds and lemon zest and mix.

Pour lemon poppy seed bread batter into a loaf pan and spread it into an even layer. Bake at 350 for 1 hour or until baked through.
