Combine the wet ingredients in a mixing bowl and the dry ingredients in a separate mixing bowl.

Mix the dry and wet ingredients together until a thick batter forms. Stir in the cranberries and orange zest.

Pour half of the cake batter into a cake pan, followed by half of the topping. Repeat for the remaining batter and topping.
